I found a box of Kodak D-19 developer, it was about to be sent for destruction.
I got it for free… I think there is maybe ten bags for 3.8L each.

The content according to digitathruth.com http://www.digitaltruth.com/data/kodak_d19.php ,
which doesn’t appear that much different from D-76 http://www.digitaltruth.com/data/kodak_d76.php
Polystar Polypan F 50:
Approximately normal speed with D-19, 1+3, 6min @ 20°C.
Agitation: 30s of soft juggling then 1 inversion and swirl back per full odd minutes.
This is a quick developer, at 1+1 a test clip in the developer went BLACK in less than a minute. This would indicate a 3-4 minute full development for this film.
As I saw this I added 2 more parts of water and did another clip test – and got a dark clip in approximately 60-90s.
This was a test roll with ten frames: Exposures was;
ISO 6400, 3200, 1600, 800, 400, 200, 100, 50, 25, and 12
6400 appears very faint on the wet negatives
3200 more “present”
1600 to 200 may well be usable to a rising degree…
100, 50 and 25 should be better…
12 might be too dark for the shadows, still with good detail in highlights.
Polypan curled, developed in D-19, but highly “infested” with camera shake, retake imminent.

Slideshow on a few frames of Fomapan 400 developed in the same tank:
